Modified or not it is still messenger RNA, just not human mRNA, but then the mRNA coding for protein synthesis in all viral infections is non human mRNA, but they code for entire virus replication as opposed to just the surface ‘spike’ protein, not the entire coronavirus, which is enough to trigger an immune response.
Only that sufficiently worrying GxP non-compliance can be serious enough to for regulatory bodies to force manufacturers to operate under a consent decree, and that any such requirement, should it be necessary in the view of regulatory bodies, has obviously damaging consequences to a company's reputation.
The MHRA reply does not state how the GMP will be guaranteed or what records will prove that it has. Authorities normally require proof that it has and that the requisite standards are being met.
